East Bay Picture Frame's owner, Gary Wilson started selling framed prints and posters to his Rhode Island College professors and fellow students in 1986. In 1989 he opened the Sakonnet Art Center in South Tiverton, Rhode Island. Studying under Odile Gorse, a Manhattan art broker, he exhibited original works of art from some of the premier contemporary artists coming from Europe. The Sakonnet Art Center had a framing facility, art supply store and studio space where many of the local artists would paint and teach art classes throughout the year. In 1993 he relocated the facility to his hometown of Warren, Rhode Island.

The art and framing industry has changed as a result of major department stores and the internet. Preframed art can be at your door within three day when ordering online. Major "box" stores are buying framed art and selling it to the masses. In 1999 there were over six thousand frame/gallery shops in New England. As of mid- 2006, there are less than three thousand.
